30 DECEMBER 2003 - National Consumer Rights day
The Department of Civil Supplies and Consumer Affairs organized a awareness camp at Pernem to commemorate the National Consumer Rights Day on 30/12/03.
The Hon’ble Minister for Civil Supplies Shri. Manohar Azgaokar informed the
consumer attending the function that it has been observed that in Goa that nobody
is interested in filing complaint against traders who exploit them & cited some examples from neighboring state how a petrol retails outlet was threaten by one consumer saying he will go to consumer court for not giving correct quantity of petrol.
The Director of Civil Supplies said that main intention of having such function outside Panaji in rural areas of Goa was to create
rural consumer aware of their rights & duties so that they can protect themselves from unfair trade practices of business man.
The Head of Civil Supplies department explained in brief the rights which as a consumer we enjoy namely
1. Right to safely
2. Right to information
3. Right to choose
4. Right to consumer Education
5. Right to be Heard
6. Right to seek Redressal
On the duty aspect he said consumer should insist for bills, read the information carefully on the packages, do not fall prey to misleading Advertisement, buy only standardized product and report any default and deficiency to the consumer forum.
The other who spoke on the occasions were representative from the Transport
Department, Sales Department, and officials of BSNL & Legal Metrology
The Sales department official in its address said people/consumer should always insist for registered bill i.e. with name of the firm and CST & LST registration No. on it so that this could be produce in any court for settling their claims as such this gives income to the government treasury.
The Transports Department official spoke on the topic of consumer safety and quality service & requested the
consumers if there is deficiency in service to report to the Department and assured them that appropriate action will be taken against the defaulters.
The BSNL official on question by the consumer for higher rental at some places/ deferential billing patterns said the billing system have been done after taking into accounts different factors, such as areas, income etc. and said roll back of the present billing system in not possible at local level but being a policy decision, the parliaments have to take appropriate decision in the matter.
The controller of Legal Metrology spoke on the quantity and other aspect of consumable goods to be purchased by the consumers. He also gave instances on the higher and inordinate pricing of commodities and the action taken by the department against them. He also
appealed to the consumers to file complaints against such anti consumer practices.
